This volume includes selected papers from a conference held at the Institute of Industrial Relations, University of California, Los Angeles, February l978. This Conference on Employment Statistics and Youth was sponsored by the U. S. Department of Labor with guidance from the National Commission on Employment and Unemployment Statistics. Using data from the NLSY and the 1980 Armed Service Vocational Aptitude Battery (ASVAB) administration, this paper examines the devastating impact that lack of basic skills and competencies has on the ability of America's young people to compete in school and in the workplace.
